The Aqaba Community and Economic Development (ACED) Program is a United States Agency for International Development (USAID) funded program, ending in October 2012, benefiting the people and businesses of the Aqaba Special Economic Zone (ASEZ). The ACED Program seeks to recruit a Jordanian full-time Operations Manager to be based in Aqaba. The Operations Manager is charged with the efficient operation of the field office in compliance with contract provisions, government regulations including but not limited to the FAR and AIDAR, and applicable local laws.

Main responsibilities of the Operations Manager

  • Oversee the operation of the project office and procure materials and equipment required
  • Train staff in administrative/accounting procedures and manage local operations staff
  • Ensure USAID and Home Office policies and procedures are carried out by project staff
  • Oversee training activities required by the project
  • Manage and coordinate project budgets with Home Office Program Management oversight
  • Liaise with local sub-contractors and monitor their sub-contracts, budgets and deliverables
  • Manage the local IQC mechanism, ensuring adequate RFP solicitation procedures
  • Provide oversight to the Grants Administrator on grant agreements and expenditures in accordance with the Grants Manual

Education, Experience and Required Skills

  • BA and a minimum of 4-5 years of experience with large USAID projects
  • Extensive knowledge of USAID regulations and policies (including AIDAR and FAR)
  • Proficiency with MS Word and MS Excel
  • Good interpersonal skills, cross cultural skills, ability to work independently and in a team
  • Previous management experience
  • Strong English speaking skills
