Tourism Manager
The Aqaba Community and Economic Development (ACED) Program is a United States Agency for International Development (USAID) funded program, ending in October 2012, benefiting the people and businesses of the Aqaba Special Economic Zone (ASEZ). The ACED Program seeks to recruit a Jordanian full-time Tourism Manager to be based in Aqaba. The Tourism Manager will help to create an enabling environment to ensure the success of the tourism sector, and attract potential investors to realize the vision of the Aqaba Special Economic Zone (ASEZA) for tourism development in the ASEZ with specific emphasis on tourism marketing and promotion.
Main responsibilities of the Tourism Manager
· Ensure all marketing activities are in line with the Aqaba Marketing/Promotional Strategy to achieve targets;
· Manage the Tourism Directorate’s budget to ensure the timely and effective use of resources in line with budget;
· Manage and motivate the Tourism Directorate staff to ensure their commitment in achieving its objectives;
· Select and supervise staff in the Tourism Directorate to undertake promotional activities in domestic and international marketing;
· Coordinate with other ASEZA Directorates and Divisions to deliver competitive and sustainable tourism products;
· Identify tourism product gaps and communicate them to the investment directorate to attract potential investors;
· Direct tourism training and awareness activities to enhance quality of service delivery by the public and private sectors;
· Coordinate with transport and tour operators to improve accessibility to Aqaba;
· Facilitate the work of all ACED Program experts including the creation of promotion and event plans.
· Support the newly established hotel and diving associations.
Education, Experience and Required Skills
· Must be a Jordanian citizen
· Bachelor’s Degree or equivalent qualification in the hospitality industry, tourism, or relevant fields.
· 7- 10 years of working in leading position related to tourism running large budget tourism marketing campaigns.
· Good reporting and presentation skills.
· Proficient with computer applications (Excel, Word, and PowerPoint).
· Excellent communication and team working skills.
· Fluency in both English and Arabic (spoken and written).

1. محور تعزيز الفرص (من خلال التعليم)
· المشاريع التي تهدف إلى تحسين جودة التعليم للأطفال والشباب.
· المشاريع التي تعمل على توفير إمكانية الوصول إلى المعرفة.
2. محور زيادة الدخل
· المشاريع التي تعمل على توليد الدخل سواء للأفراد الفقراء أو المجتمعات المحلية الفقيرة في محافظة العقبة.
· المشاريع التي توفر فرصة للتلاقي بين العاطلين عن العمل وأصحاب الأعمال في محافظة العقبة.
· المشاريع التي تعمل على توفير و/أو تطوير المهارات التي ترفع من مستوى الأداء والمهارات.
3. محور التمكين
· المشاريع التي تهدف إلى تعزيز المساواة بين الجنسين في العقبة.
· المشاريع التي تسعى إلى محاربة الجريمة والإدمان والإساءة وعمالة الأطفال.
· المشاريع التي تعطي الأفراد في المجتمعات الفقيرة صوتاً فيما يتعلق بالقرارات الخاصة بمجتمعهم المحلي.
4. محور تعزيز التعاون والتنسيق (بين المنظمات)
· المشاريع التي تشجع تبادل المفاهيم والخبرات بين المؤسسات العاملة على برامج مكافحة الفقر.
· المشاريع المشتركة بين أكثر من مؤسسة أو جمعية.

SENIOR PUBLIC SECTOR REFORM ADVISOR
-
Advise on any administrative, regulatory, and policy reforms needed to implement or facilitate reforms and enhancements of different stakeholders mainly ASEZA and ADC
-
Advise on technical assistance to be provided to ASEZA, ADC and other stakeholders in terms of institutional reform, development and capacity building.
-
Prepare Scope of works (SOW), Job descriptions and RFPs for engagement of consulting firms and individual national/international consultants for various assessments and aspects of institutional and reform support;
Participate in the Technical evaluation of offers for selection of consultancies, commodities and any other related procurement as required; -
Follow up the implementation of the program’s work with the stakeholders to assure full quality implementation and sustainability;

Develop standard operating procedures for the program initiatives and different stakeholders mainly ASEZA and the ADC;

Provide input for component1 work plans, quarterly and yearly reports and all related documents as required;

Contribute to the ACED Program work plans, monthly bullets and indicators;

Must be a Jordanian citizen

Bachelor’s Degree in management, business administration, public policy, engineering or related field, MBA is a plus
-
At least 10 years in institutional development/ institutional reform, policy development or related filed;

At least 4 years working experience with donor funded programs, preferably USAID;
-
Proficiency in the following fields of expertise: public administration reform, institutional development, OD/Human resources, public finance, decentralization, strategic planning.

Proficiency with MS Word and MS Excel

Good interpersonal skills, cross cultural skills, ability to work independently and in a team

Strong English speaking skills
ACED Program is supporting the strengthening and establishment of Aqaba based Business Associations
The ACED Program started working on developing the capacity and establishment of new and existing Associations in the summer of 2009.Since then the program provided support to the establishment of new business associations as a mean of enabling the private sector to identify common problems and formulate strategic business plans to support business development efforts, and help associations develop management capabilities and systems to implement strategic plans and aid them to establish additional formal and informal channels for public-private dialogue (PPD) to create a more favorable business environment in ASEZ and remove obstacles facing private sector development.
After establishing the associations; the association members will receive training on advocacy and developing the appropriate communication channels to approach ASEZA and other public organizations to discuss their problems. They will be assisted also to increase their members and financial revenues and provide distinguished services to their members.
As a result of the efforts done by Component 2, a new Association for Aqaba hotels was established and currently it's in the last stages of official registrations. Moreover, the program is working with the Syndicate of Mechanics by helping them to write their Business plan, in order to be ready to apply for a grant that will enable them to hire staff, increase and maintain their members, and be able to conduct exhibitions and fairs.
